KSTP in Minneapolis conducted an investigation and found that many of these “accidents” can be tied together and seem to be part of a much larger thrill-kill spree.
This is a very serious situation with effects felt in LaCrosse, Eau Claire, Minneapolis, St. Cloud and in 9 other states.
